Canton held decided views with which I was in agreement that

Richter was a dumy. I can only describe Mr. Richter's statement

that he had "no connection direct or indirect with Messrs. Reuter

Brockelmann & Co.* as an impudent falsehood. Although he claims

to have established himself at Canton in December last it is note-

-worthy that he has not attempted to represent himself otherwise than by Messrs. Reuter Brockelmann & Co. and the Staff, foreign

and native of his so-called firm, is identical with that of the German firm whose manager is Mr. Richter's attomey. The sole

local indication that Alfred Richter has a business here is his signboard attached to lessrs. Reuter Brockelmann & Co.'s premises. The remarks in my letter No. 124 of the 26th.ultimg relating to my confidential conversation with the Japanese Consul- -General apply equally to Messrs. Reuter Brockelmann and Mr.

Richter.
